The City Attorney serves as legal advisor and attorney for the City of Clarksdale. The City Attorney is responsible for providing legal advice and assistance to the Mayor and Board of Commissioners, department heads, and other city employees.

Other activities of the City Attorney’s Office include serving as legal counsel during board meetings, supporting the legislative and administrative processes involving ordinances, contracts, legal research, legal opinions and litigation, representing the city’s legal interests and defending its rights before all judicial, legislative, and administrative tribunals, and providing legal advice and assistance to the city’s boards and commissions.

Biography of the City Attorney

Margarette Meeks is the City Attorney for the City of Clarksdale, Mississippi. She is the first female to serve as City Attorney. She is honored to serve in this position.

Ms. Meeks earned her Juris Doctorate degree from Mississippi College School of Law and her Master of Agriculture and Bachelor of Science degrees from Mississippi State University. She is admitted to the Mississippi Bar and the U.S. District Court for the Southern District.

Ms. Meeks has practiced law for more than 10 years. Before opening her private law office, Ms. Meeks served the people of Mississippi with integrity and compassion in state government at the Mississippi Attorney General’s Office, the Administrative Office of Courts, and the Mississippi Supreme Court.

As a special assistant attorney general in the Opinions and Local Government Division, Ms. Meeks worked with local and state elected and appointed officials and their board attorneys in answering legal questions associated with the day-to-day operation of city, county and state government in addition to writing official opinions. Ms. Meeks reviewed contracts and legislation as well as drafted proposed legislation. As an election law specialist at the Attorney General’s Office, Ms. Meeks conducted election law training for municipal and county election commissioners, party executive committee officials and circuit clerks on municipal and state election laws during annual certification training in conjunction with the Secretary of State’s Office. She developed a brochure on election crimes entitled, “Safeguarding the Vote” and a leaflet and poster on absentee voting.

In the State Government Division of the Attorney General’s Office, Ms. Meeks served as a board attorney for various boards, commissions, and agencies. She provided legal advice on a variety of issues and drafted contracts and rules and regulations. Ms. Meeks served as legal counsel during board meetings and represented boards, agencies, and commissions in administrative proceedings. As a project manager at the Administrative Office of Courts, she developed and oversaw projects that sought to improve the Mississippi Court System. At the Mississippi Supreme Court, Ms. Meeks managed cases, served as a liaison with other Justices’ offices as well as conducted legal research and drafted legal memoranda. Ms. Meeks served as a legal intern at the Mississippi Secretary of State’s Office during law school where she developed reference guides for bond elections and filling vacancy requirements for elected officials.
